L’arme toponymique, un enjeu symbolique dans les conflits géopolitiques

Dans le conflit israélo-palestinien comme dans d’autres situations de crise, les noms de lieux peuvent devenir le terrain d’affrontements hautement symboliques, explique, à l’aide de plusieurs exemples, Frédéric Giraut, professeur en géographie politique à l’Université de Genève

La nomination des lieux ou toponymie a toujours une dimension politique par le biais de la sélection ou de la hiérarchisation qu’elle opère dans la commémoration et la mise en scène des mémoires et références collectives ou communautaires. Elle a aussi une dimension géopolitique lorsqu’elle promeut certaines représentations territoriales et/ou place certains espaces ou lieux en position dominante ou centrale.


Hors des périodes de conquête, de lutte pour l’indépendance ou encore de révolution, il s’agit de processus actifs mais qui relèvent plutôt du soft power, dans le sens où il s’agit d’affirmer un positionnement relatif dans le cadre de recompositions territoriales et/ou mémorielles avec recherche de compromis.

Un certain nombre d’initiatives sont cependant là pour nous rappeler que la toponymie peut aussi et toujours relever du hard power en venant appuyer des revendications territoriales contradictoires et hégémoniques ou en venant contester la politique d’un Etat ennemi ou rival. Ainsi trois initiatives récentes peuvent être mentionnées.

Instytut Slawistyki PAN ogłasza nabór na studia doktoranckie na rok akademicki 2016/2017

Zakres merytoryczny studiów doktoranckich:
językoznawstwo synchroniczne: semantyka, kognitywizm, badania kontrastywne, lingwistyka komputerowa, dialektologia;
językoznawstwo diachroniczne: historia języków słowiańskich, gramatyka historyczna, rekonstrukcja języka prasłowiańskiego, onomastyka;
badania interdyscyplinarne: socjolingwistyka, etnolingwistyka, antropologia języka, lingwistyka kulturowa, pogranicza i kontakty językowe.

Rekrutacja na stacjonarne studia doktoranckie w Instytucie Slawistyki PAN odbywa się w drodze konkursu. O przyjęciu decyduje wynik postępowania kwalifikacyjnego oraz ocena proponowanego projektu rozprawy doktorskiej.
Rekrutację przeprowadza powołana do tego celu przez Dyrektora, co najmniej pięcioosobowa komisja rekrutacyjna, w skład której obligatoryjnie wchodzą: dyrektor ds. naukowych IS PAN, kierownik studiów doktoranckich (jako przewodniczący), sekretarz studiów oraz co najmniej dwóch samodzielnych pracowników naukowych.

Wyniki postępowania rekrutacyjnego są jawne.

Od decyzji komisji rekrutacyjnej służy odwołanie do Dyrektora IS PAN w terminie 14 dni od dnia doręczenia decyzji. Podstawą odwołania może być jedynie wskazanie naruszenia warunków i trybu rekrutacji, o których mowa w Rozdziale 7, pkt. 1 Regulaminu Studiów Doktoranckich przy Instytucie Slawistyki PAN. Decyzja Dyrektora jest ostateczna.

Na studia doktoranckie mogą być przyjęci obcokrajowcy z zachowaniem warunków określonych w odrębnych przepisach.

8) potwierdzenie wpłaty za postępowanie kwalifikacyjne w wysokości 150 złotych (nie obowiązuje kandydatów spoza UE).
